The Role

The Head of Agile Delivery Management is responsible for setting strategic direction for product delivery management, defining and implementing standards and processes, managing the team across a broad portfolio of products and services, and successfully implementing recovery for project crisis situations.

 

You will have a proven ability in successfully delivering large software development projects/programmes ultimately accountable for 50+ team members. This is a high-impact role where you will be building a team of Agile Delivery Managers that will own the delivery of key products, projects, and programs across HMCTS.

 

As Head of Agile Delivery Management, our agile delivery leader, you will have experience of working with senior leaders, stakeholders and third parties to drive agile transformations at an organisational level. You will be part of digital delivery leadership team driving cultural and procedural change and embedding agile approaches and ways of working. With a strong background as a Scrum Master or Agile Coach (or similar roles) you will primarily focus on delivery strategy, while supporting the creation of self-organising and high performing teams, supported closely by the Principal Delivery Manager.

 

You will have the ability and experience establishing / driving agile delivery/transformations, through a solid coaching background. As well as demonstrating your leadership qualities in building new teams through hiring of FTE’s but also using Managed Services Suppliers.

 

What will you be doing?

  • Build an Agile Delivery Management function with approximately 15 Delivery Managers manging upwards of 50 digital products
  • Accountability for PI Planning with the associated product managers ensuring backlog items are addressed and prioritised along side other deliverables
  • Lead project planning and work closely with the Product Manager ensuring MVPs are clearly defined and value slicing is optimised for delivery.
  • Head of Profession for Delivery Management resources ~ 15
  • Accountable for the Matrix management of upto 50 development squad members ranging from BA; QA; Developers and Delivery managers.
  • Responsibility for managing the 3rd party suppliers which augment the civil service workforce ensuring 3rd party resources are managed effectively and in line with the contractual obligation. This includes budget responsibility for contracts which vary from 10k to > 2m in value
  • Tracking and reporting of KPIs such as cycle time, throughput, bug arrival/departure rates, progress against roadmap, project delivery forecasting etc.
  • Managing escalations to senior leadership. As a senior level professional, providing effective interface with the highest levels within the Customer organizations and bringing strategic value to the relationship.
  • Defining and monitoring policies and procedures for Delivery Management sub-function
  • Responsibility for contract and budget management working closely with the Commercial and Finance teams to appropriately manage public finances.
  • Coordinating the teams’ project plans, roadmaps, risk assessments, sprint boards and retrospective lessons to ensure usefulness, engagement, accountability and predictability
  • Optimising the teams’ backlog, ensuring it has enough buffer, correct priorities, stories are well understood, have adequate acceptance criteria in alignment with definition of ready
  • Developing, guiding and improving process related ceremonies (refinement, planning, standups, demos and retrospectives)

 

What are we looking for?

  • Has a deep knowledge of and leads on a range of Agile and Lean tools and techniques, with an ability to coach within and outside of their team.
  • Able to represent and be an advocate for these tools and techniques, be innovative and ensure they keep up to date with the latest trends.
  • Able to establish the feedback loop for teams and has responsibility for the translation and measurement of value (what you put in and what you will get out) and how this relates to practical government objectives and the user needs.
  • Able to ensure the team has a situational awareness of what each other is working on.
  • Ensures that working practices are iterated to achieve effective delivery.
  • Focuses on the outcome.
  • Able to challenge and improve disproportionate organisational processes where it impacts the pace of the team.
  • Able to identify what works best for the team and when to utilise certain processes.
  • Understands that all steps in a process must add value.
  • Able to influence and make positive changes to the organisation.
  • Will recognise the appropriate deliverables and the right people to meet these
  • Works with other agile delivery operations throughout the product lifecycle
  • Previous experience of working in a large digital organisation, or demonstrable understanding of large digital organisations operate in the context of this role
