Existing Civil Servants applying on promotion, will usually be appointed on the salary minimum of the new pay band, or receive an increase of 10 percent on the current base salary, whichever is higher (This is restricted to the pay maximum of the new band).

This post is within the HMCTS Digital and Technology Services (DTS) Directorate – Portfolio Office, which  will bring together a range of key portfolio services, providing central oversight, portfolio definition and delivery governance, management and assurance as part of a centre of excellence all within a complex digital and technology focussed landscape.  The post holder for this role will be required to mature Risk, Assumptions, Issues, Dependencies and Opportunities (RAIDO) management, thus ensuring best practise of programme and project RAIDO activity ensuring coherence with the portfolio governance framework.  The post holder will be expected to take the lead on developing processes to assure RAIDO understanding and alignment to strategic objectives across DTS, to improve portfolio board RAIDO management.

The Portfolio RAIDO Manager is responsible for the management of portfolio RAIDO data and analytics across DTS programmes, projects and/or initiatives that contribute to the delivery of DTS Strategic Objectives. The post holder will develop best practise building blocks, insights and information to support and strengthen portfolio governance and enable prioritisation decisions and effective RAIDO management.  Ultimately, solid RIADO foundations, processes and a framework will ensure optimal delivery of departmental/business and DTS strategic objectives in line with government priorities.    Converting the current RAIDO maturity into formalised insights using appropriate dynamic reporting and visualisation methods will be a key strategic approach to address business RAIDO concerns.

Key Responsibilities:

  • Assure portfolio management of Business Case quality with specialist contributions.
  • Develop and communicate the Portfolio’s RAIDO Information pathways, driving appropriate use of boards.
  • Build dynamic RAIDO reporting mechanisms into the programme/project through the portfolio change life cycle.
  • Analyse and challenge data in reports. Present reports at relevant boards.
  • Ensure risks, issues and dependencies are an integral part of the portfolio Dashboard and reporting cycle.
  • Design change control processes, agreeing tolerance and escalation points for data collection compliance with a change request process, escalating non-compliance.
  • Set RAIDO knowledge and information processes that conform with the organisations Management of Portfolios and Gov 002 frameworks.
  • Challenge the portfolio’s programmes and projects and / or business to follow the agreed portfolio RAIDO framework/processes.
  • Disseminate lessons learned to programme/project and wider community.
  • Cascade the vision for what the portfolio RAIDO strategy is designed to achieve. This should be documented in the portfolio strategy and will need to be updated as DTS strategic objectives change.
  • Cascade what portfolio management is designed to achieve, the measures used to assess this and the key processes and RAIDO structures that are included in the portfolio management framework.
  • Development of RAIDO structures and terms of reference that should be included in the portfolio RAIDO Management Framework.
  • Escalation of performance paths with control/tolerance limits (i.e. where performance deviates beyond a set limit, the matter needs to be referred to the next tier of governance) are clearly defined.
  • The portfolio office is the guardian of the portfolio process, monitoring its operation, reporting any non-compliance and providing assurance on its effective operation.
  • Project Pipeline – Works with Portfolio specialist to digitalise and develop analytical processes to identify and categorise new projects.
  • Provide analysis of performance across the portfolio for Governance & Reporting.
  • Support the Portfolio Manager to communicate and build commitment to a shared vision and sense of purpose through digitalisation of portfolio RAIDO products, services and processes.
  • Maintain portfolio delivery maps and critical paths to monitor project RAIDO progress.
  • Monitor and Identify portfolio data integrity risks (threats and opportunities) though analytical insights/Dashboards and escalate as appropriate.
  • Manage and engage with a wide range of stakeholders to develop RAIDO mechanisms to improve portfolio RAIDO integrity and articulation of information to improve portfolio definition/decision making and delivery management.

Essential Criteria:

  • Knowledge and experience in programme and portfolio RAIDO performance and reporting
  • Previous role in a Risk Management, Transformation and Change, Continuous Improvement within a Project / Programme Delivery environment
  • Drafting and presentational experience though the use of RAIDO technology i.e. Power Applications.
  • The ability to summarise a complex set of facts, and advise where there are choices to be made, clearly and succinctly for senior civil servants.
  • Analytical skills and insight. The ability to present large volumes of qualitative and quantitative RAIDO data in a concise and meaningful way through working alongside programmes and other portfolios. Experience of using Excel Essential and Power Applications desirable but not essential
  • Understanding and presenting accurately the direction of the portfolio and business change. Through digital applications
  • Strong stakeholder management skills, including the ability to work across boundaries to influence and gain confidence of portfolio, programme and project delivery applications
  • Background of working within a senior and complex stakeholder environment
  • Ability to be proactive, and work in a fast-paced environment, managing your own time and priorities effectively to ensure delivery of quality products
  • The ability to approach and solve complex problems in a structured manner.

Desirable Criteria:

AXELOS, or APMG qualifications in the following Project and Change Management and associated methodologies, techniques, processes and approaches:

  • Management of Portfolios (MoP)
  • Management of Rik (MoR)
